Meet the Staff

David Nikoloff

David K. Nikoloff, President
David Nikoloff has served as president of the Economic Development Company of Lancaster County (EDC) and EDC Finance Corporation since 1991. During his tenure, David has assisted companies and municipalities with investments of over one-half billion dollars in industrial, commercial and infrastructure projects. He coordinated the creation of four tax-exempt Keystone Opportunity Zones in Lancaster County; spearheaded the real estate acquisition efforts that became the site for Clipper Magazine Stadium; and recently facilitated the redevelopment of a 47-acre urban brownfield, the Northwest Gateway Project, formerly the Armstrong World Industries complex.

David has a B.S. degree in Public Policy from Penn State University and a J.D. degree from the University of Pittsburgh School of Law.

John W. Biemiller, Executive Vice President & COO
John Biemiller, vice president of EDC and EDC Finance Corporation has served in varying capacities since 1986. Currently, John oversees all of EDC Finance Corporation's financing activities, from the structuring of funding packages through administration of the loan portfolio.

John earned a B.A. degree in Business Administration from Franklin & Marshall College and is a Certified Economic Development Finance Professional.

Lyle Hosler

Lyle D. Hosler, Vice President, Director of Finance

In 2005, EDC and EDC Finance Corporation welcomed Lyle Hosler as Project Manager. In this position, Lyle facilitates a variety of finance and loan packaging efforts for business and agricultural enterprises throughout the county.

Before joining EDC, Lyle held finance positions at Fidelity Investments and Fulton Bank. A graduate of Susquehanna University with a B.S. degree in Business Administration, Lyle completed his graduate studies with an M.B.A from Penn State University.

Tari D. Mitchell, Economic Development Loan Officer
In 2012, the Economic Development Company of Lancaster County (EDC) welcomed Tari Mitchell as Economic Development Loan Officer.  In this position, Tari fosters community economic development opportunities; structures finance packages through various state and federal programs; and partners with local organizations to assist business and agricultural enterprises throughout Lancaster and surrounding counties.

Before joining EDC, Tari held loan officer positions with a number of prominent traditional and non-profit financial institutions.  Tari earned a B.S. degree in Business Administration/Consumer Economics from the University of Delaware. 

Jean Rehrig

Jean K. Rehrig, Portfolio Manager
Jean Rehrig joined EDC and EDC Finance Corporation in 1995 and is currently EDC Finance Corporation's Portfolio Manager. In this position, Jean works closely with EDC Finance Corporation projects and the Keystone Opportunity Zone program.

Prior to joining EDC, Jean attended Millersville University and was employed in the personnel field. She is an active member of the Lancaster-York County Council of the American Business Women's Association.

Erin E. Lyons, Finance Project Assistant

Erin joined EDC and EDC Finance Corporation in 2011 as Finance Project Assistant.  In this capacity, she is responsible for assisting in all phases of the loan processes involved with EDC Finance Corporation's commercial, agricultural, and redevelopment projects.

Before joining EDC and EDC Finance, Erin worked in the hospitality industry where she discovered her passion for service.  She received her B.A. from Hendrix College with a degree in Interdisciplinary Studies.

Annette Bart Annette E. Bart, Manager, Communications & Special Projects

Annette Bart joined the Economic Development Company of Lancaster County (EDC) in 2001 and currently holds the position of Communications and Special Projects Manager. At EDC, Annette is involved with the grant proposal writing, marketing and web site management efforts.

Prior to joining EDC, Annette was employed in the education and management consulting fields where she specialized in systems analysis, systems redesign and training. Annette holds a B.S. degree from Edinboro University of PA and an M.F.A. degree from Southern Methodist University, Dallas, Texas.

Tara Claudio Tara L. Claudio, Manager, Business Retention & Expansion Program (BREP)

Tara Claudio joined the Economic Development Company of Lancaster County (EDC) in 2008 and currently serves as the Business Retention and Expansion Program (BREP) Manager. In this capacity, Tara administers the state's Business Retention and Expansion Program while working in conjunction with the Lancaster County Commercial & Industrial (C&I) Real Estate Council regarding business attraction.

A Lancaster native, Tara had worked in the food industry for several years. She recently earned a B.A. degree in Spanish with a Minor in Communications from Wake Forest University, Winston-Salem, North Carolina.

Janet Foster

Janet L. Foster, Administrative Assistant
In 2006, the Economic Development Company of Lancaster County (EDC) welcomed Janet Foster as Administrative Assistant.

Janet comes to EDC following several years in healthcare management. She is a graduate of Thompson Institute of Technology and holds a Healthcare Management Certificate from Penn State University.
